Minutes of Public Hearing/Meeting

Held September 15, 2008

 

The meeting was called to order at 6:05 p.m. on September 15, 2008 of the Mechanicville Civil Service Commission.

            The minutes of the previous meeting held on June 9, 2008 were read and approved. 

 

            The Commission welcomed Jim Thompson as new Commissioner.  Chairperson Peluso gave a brief overview of the City of Mechanicville Civil Service to our new Commissioner.  

 

            The Commission discussed the communication from the Department of Civil Service in regards to our Annual Report.  Chairperson Peluso discussed the fact that an examination must be ordered within one month of a provisional appointments and the recommendation from the State Department of Civil Service to review status of examination requests to ensure all needed examinations are on order.

 

            Next the commission discussed the letter from Chief Waldron asking approval of Civil Service to waive the earnings limitation covered by Section 211 and 212.  The Chairperson recommended to table this item until the next meeting so the commission has time to investigate on the legality of this issue.

 

            The following Report of Personnel changes were approved: 

 

a)                  Kara DiVirgilio was appointed as Special Education Aide on 9/1/08

b)                  Barbara Myott was appointed as Special Education Aide on 9/1/08.

c)                  Patricia Snow was appointed as Special Education Aide on 9/1/08.

d)                  Tracy Germain was appointed as Special Education Aide on 9/1/08 (application OK)

e)                  Matthew Wood was appointed as Cleaner on 8/11/08.

f)                    Karen Higgins was appointed provisionally as a Clerk/Monitor on 9/1/08 and resigned as a Teacher Aide on 8/31/08 (application OK).

g)                  Donielle Mastropietro resigned as Teacher Aide on 8/30/08.

h)                  Heather Dugan was appointed as part time file clerk (non-competitive) on 9/8/08.

i)                    Brenda Tompkins was appointed as part-time Library Clerk (non-competitive) on 7/1/08 (application OK)

 

Old Business

 

            The Commission discussed the Grants Administrator position.  The candidate failed exam and she contends now that it doesn’t reflect what she does.  The Commission decided to request exam again for a 2nd chance for the candidate to pass.

            The Commission announced that we are giving two exams on September 20.  Police Lieutenant in which there are four candidates and Clerk in which there are five candidates. 

 

            Next the commission discussed the Police Officer list as continuous recruitment.  We gave the exam twice last year and now we have two lists.  The Commission is recommending to go back to giving the examination once a year.

 

The Commission discussed the Principal Library Clerk position vs Library Manager.  The issue was with the qualifications.  After further discussion, the commission agreed to request a Library Manager examination based on the duties of the current position.

 

New Business

 

The Commission discussed the new position of Security Officer.  Chairperson Peluso directed the secretary to send a letter to Dr. McCarthy regarding this position.

 

The Commission scheduled it’s next two meeting dates:  October 27 and December 8.
