Minutes of Public Hearing/Meeting
Held June 9, 2008
The meeting was called to order at 6:00 p.m. on June 9, 2008 of the Mechanicville Civil Service Commission.

Commissioner Robens
Absent: Commissioner D’Avignon
The minutes of the previous meeting held on April 28, 2008 were read and approved.
Chairperson Peluso opened up the Public hearing and the amendment to the Civil Service Rules, Rule XXII, Payroll Certifications. The Commission would like to change the dates of the certification of payroll to be the following:
City of Mechanicville First Full Payroll in February
Mechanicville Housing Authority First Full Payroll in February
Mechanicville Public Library First Full Payroll in February
Mechanicville City School District First Full Payroll in October
The public hearing was closed and the meeting was reopened at 6:15.
Chairperson Peluso discussed the termination of a Housing Authority employee. The secretary was directed to send a memo to Mr. Enzien requesting a copy of the proceedings for our records.
a) Nancy McCormack was appointed as part-time Account Clerk (non-competitive) on 3/27/08
b) Diana Mastropietro was removed as part-time Account Clerk on 3/27/08
c) Dennis Hayner was appointed as part-time Laborer (seasonal) on 5/6/08
d) Deborah Mackenzie resigned as Teacher Aide at the School District on 4/28/08
e) Deborah Mackenzie was appointed as Cafeteria Monitor at the School District on 4/28/08
f) Anthony Delprete is retiring from the Dept. of Public Works on 6/3/08.
g) Noreen Hutton was appointed as Bus Driver at the School District on 4/25/08.
h) Janice Jesmain resigned as Cafeteria Monitor at the School District on 3/28/08
i) Janet Carney was appointed as Teacher Aide at the School District on 4/28/08 pending application approval.
j) Timothy Dobert resigned as Police Officer ([part-time) on 5/22/08.
k) Robert Lacy was appointed as part-time maintenance for the Housing Authority from 5/22/08 – 9/1/08.
l) Richard Llewellyn is taking a Leave of Absence from 6/1/08-11/11/08 due to military training.
m) Jeff Akin resigned as Bus Driver/Mechanic on 5/16/08 from the School District.
Chairperson Peluso discussed the meeting he had with Rob Richardson, State Municipal Representative. The Commission is still waiting for a response with regard to the Principal Library Clerk.
The Commission next discussed approval of a Waiver Policy for performance tests administered within one year of the written test for the City of Mechanicville. A motion was made to approve the following Policy for implementation of the upcoming Dispatcher Exam by Chairperson Peluso and seconded by Dawn Robens. All in favor. Motion Carried.
WAIVER POLICY: If you have passed a performance test administered by a local jurisdiction in New York State within one year of the written test, the performance test may be waived. If you request a waiver, you must submit verifiable evidence of qualifying. Information submitted must contain the title, location, and date of the performance test taken, as well as proof of passing.
The Commission then made a motion to make the change to the Mechanicville Civil Service Rules in accordance with the notice and Public Hearing. All in favor. Motion carried.
The Commission discussed the following:
1) Exams Administered on June 14 – Police Investigator Series
2) New Phone Number – 664-5024
3) Certificate of Eligibles for Clerk – faxed to DPW.
The Commission discussed the yearly appt’d position of Internal Claims Auditor at the School District. The Commission will contact the State and see how other municipalities are handling this.
