Minutes of Public Hearing/Meeting

Held October 27, 2008

The meeting was called to order at 6:00 p.m. on October 27, 2008 of the Mechanicville Civil Service Commission.

 

                        Present :           Commissioner Thompson

                                    Commissioner Robens

Chairperson Peluso

 

            The minutes of the previous meeting held on September 15, 2008 were read and approved. 

 

            The Commission discussed the response to the Section 211 waiver request to hire Mr. Clements as a full-time Police Officer – this request was withdrawn by the Chief of Police.    

 

            Next the Commission discussed the Security Officer position versus Roving Monitor in the School District.  The Commission decided that this position based on our understanding is not a Security Officer position.  The correct title is a Roving Monitor position. 

 

            The following Report of Personnel changes were approved: 

 

a)                  Nicolo Sgueglia salary was increased to $14.50.

b)                  Heather Dugan was appt. as non-competitive part-time Library Clerk on 9/8/08 (pending approval of application).

c)                  Donielle Mastropietro resigned as Teacher Aide on 8/30/08.

d)                  Susan Stockman was appointed as Food Service Helper on 10/17/08. 

 

Old Business

 

            The Commission discussed the Grants Administrator position.  The Commission made a decision to request Grants Administrator exam

 

 

New Business

 

The Commission discussed the position of Code Enforcement Officer.  Recently, correspondence was sent to the City Council asking them to look at the qualifications of this position.  After review of the responses, the commission approve the job specification with the following change to the minimum qualifications.  The job specification would require the candidate to be NYS Certified as a Code Enforcement Officer.  

 

The Commission has already received 12 applications for Code Enforcement Officer and we will forward resumes to the Mayor for all qualified candidates. 

 

The Commission discussed the School District payroll and will approve based on the previous discussion regarding the Security Officer position.  An exception will be taken as it does not meet Civil Service classification.
